2016년, 사우디 정부는 국가의 원유 의존을 제거하고, 그로 인한 자원 한계 및 환경 피해를 극복하고자 하는 야심찬 프로젝트인 '비전 2030'을 발표했다. 이 계획은 국가의 수입원을 다각화하고, 사우디의 경제 및 문화적 강점을 강화하는 데 목적이 있다. 사우디아라비아는 그 이후 국내 기업을 육성하고, 유망한 학생들에게 기회를 제공하며, 청년들에게 문화를 홍보하는 데 많은 노력을 기울여 왔다. 

 

그러나 과연 사우디가 환경적 목표를 달성하기 위한 실질적인 조치를 취했는지 의문을 제기할 수밖에 없다. 현재 시점에서 이 이니셔티브의 정점이라 할 2030년까지 5년밖에 남지 않았으며, 현실적으로 달성을 위해서는 변화가 이미 시작되어야 한다. 과연 변화는 있었을까?


안타깝게도, 경제적 다각화는 어느 정도 진행되었지만, 사우디아라비아는 온실가스 배출량을 실질적으로 줄이는 데 거의 진전이 없으며, 여전히 세계 최대 원유 수출국으로 남아 있다. (Climate Action Tracker, 2023) 사실, 사우디의 기후는 정부 정책의 희생양이라 해도 과언이 아니다. 원래도 사막 지역이라 기온이 높았지만, 온실가스 배출은 이 기온을 더욱 상승시킬 위험이 있다. 

 

현재 여름철 기온은 섭씨 50도를 초과하는 일이 흔하며, 지구온난화는 금세기 말까지 기온을 최대 5.6도 더 상승시킬 수 있다. 이는 사우디의 또 다른 심각한 문제인 물 부족을 더욱 악화시킨다. 원래도 세계에서 가장 물이 부족한 국가 중 하나였지만, 강수량 감소와 증발량 증가—이 모두가 앞서 언급한 기온 상승의 결과—로 인해, 농업에 쓰이는 수자원이 15~20% 감소할 수 있으며, 이는 국토의 최대 25%를 사막화 위험에 빠뜨릴 수 있다 (Atlantic Council, 2025). 이 모든 상황은 사우디의 미래 기후와 다음 세대의 삶에 대해 암울한 그림을 그리고 있다.


만약 이런 환경 문제가 사우디 내부에만 국한된다면 다행일 수 있겠지만, 사우디는 최근 국제 기후 행동을 저해하는 움직임까지 보였다. 불과 5개월 전 열린 COP29 회의에서, 사우디는 화석연료 감축 논의에 강력히 반대하고, COP28에서 합의된 내용을 훼손하는 태도를 보였다 (Climate Action Tracker, 2023). 이는 더 깨끗한 사회를 지향한다고 주장하는 국가의 행보로서는 매우 우려스러운 일이다.


그럼에도 불구하고, 변화와 성장의 가능성은 여전히 존재한다. 사우디는 여전히 대규모 원유를 수출하고 온실가스를 배출하고 있지만, 최소한 이러한 행동의 위험성과 그 결과에 대처하는 방법을 다음 세대에게 교육하는 조치는 취하고 있다. 기후변화에 대한 교육은 과학, 사회 과목 등 여러 교육 과정에 통합되었고, NGO들은 워크숍, 세미나 같은 교육적 활동뿐 아니라, 나무 심기나 해변 정화 캠페인과 같은 실천적 활동을 통해 환경 의식을 고취시키고 있다. 

 

하지만 이 교육 활동은 아직 시작된 지 얼마 되지 않아, 관련 전문 인력이 부족하며, 국민 대부분이 기후 위기의 심각성을 잘 인식하지 못하고, 환경 책임 의식이 낮은 편이다 (IPCGE, 2025). 그럼에도 불구하고, 이러한 인식 개선 노력은 더 밝고 친환경적인 미래로 나아가는 발판이 될 수 있다.


종합적으로 보면, 사우디아라비아는 지금까지 기후에 미치는 부정적 영향을 줄이기 위한 실질적인 조치를 거의 취하지 않았다. 그러나 정부가 현재를 더 푸르게 만들지는 못했지만, 우리는 기후에 대해 철저히 교육받은 다음 세대에게 희망을 걸 수 있다. 우리 모두를 위해, 그들이 현재 세대보다 더 나은 선택을 하기를 바란다.

In the year 2016, the Saudi government unveiled the initiative that would come to be known as Vision 2030, an ambitious project with the goal of eliminating the country’s reliance on crude oils due to their limited supply and environmental damage by diversifying the nation’s sources of income and emphasize the country’s economic and cultural strengths. While it is no question that the kingdom has done a lot to bolster its thriving plethora of national businesses, give opportunities to its promising students, and promote its culture to the youth, one has to ask whether or not the country has taken any action to reach its supposed environmental goals. At the time of writing, the country is five years away from reaching what is meant to be the zenith of this initiative, so for it to be realistically achieved, some form of change should have taken place by now. So have they?


Unfortunately, despite the kingdom branching out economically, it is has yet to make any meaningful reduction its greenhouse gas emissions, and is still considered the leading crude oil exporter globally, a far cry from it’s supposed goal of environmental care (Climate Action Tracker, 2023). As a matter of fact, Saudi Arabia’s climate is a suffering victim of its government’s actions. It being a desert, temperature were always high, but the country’s greenhouse gas emissions threaten to raise the heat even further. As it stands, the summer can surpass 50 degrees Celsius regularly, already giving it one of the highest average temperatures, but global warming could raise that by 5.6 degrees by the end of the century. This issue only further exacerbates another national concern, that being the country’s water scarcity. The kingdom was already one of the most water-scarce countries in the world, but lowering precipitation rates and rising evaporation rates, both of which are a result of the previously established rising temperatures, the country’s overall water reserves for agriculture may drop by 15-20 percent, putting up to 25 percent of the country’s land at risk of desertification (Atlantic Council, 2025). This all together paints a disturbing picture for the future of the country’s climate, and the lives of its future generations. 


It would be a contained issue if the country’s environmental issues were limited to itself. However, Saudi Arabia has attempted to worsen global climate action during the COP29 conference, which took place only 5 months ago. During the international conference, Saudi Arabia took a hard stance against discussion of the mitigation of fossil fuels, and undermining the agreement to do so that took place at COP28 (Climate Action Tracker, 2023). This is a concerning display from a nation that claims to aim towards a cleaner society. 


However, despite all of these actions, the potential for growth and change does still exist. While the country does continue to export crude oils and emit large amounts of greenhouse gases, it is taking steps to at the very least educate the next generation on the dangers of these actions, and methods of dealing with their consequences in response to their effects on the climate. Education on climate change has been integrated within multiple subjects of the country’s curriculum, such as science and social studies, while NGOs build further environmental awareness through both educational means, such as workshops and seminars, to more active ones, such as tree planting campaigns and beach cleanups. Unfortunately, the benefit of these acts are limited by the lack of professionals trained to teach these subjects, as these attempts to spread environmental awareness are a relatively recent venture. This is further compounded by just how new this is, as the people of the country are not very aware of the harm their climate has gone through, and thus have very limited senses of environmental responsibility (IPCGE, 2025). Despite these hurdles, these actions taken to make the public more aware have the potential to pave the way for a brighter and greener future.


Saudi Arabia has overall taken little action to lessen its negative effects on its climate despite the clock ticking closer and closer towards the year 2030. But, while the government has yet to make our present greener, we may hold hope in the next generation, who are being rigorously educate on how to keep our climate green and healthy. And so we put our faith on the next wave of the populace, and hope they can do better than their predecessors, for their sake, and ours.
